Recalling the Ghosts

On the anniversary of the Rwandan genocide, the UN's Sec-Gen, Ban Ki-Moon called for a "global partnership against genocide." The UN also has a Special Advisor on the Prevention of Genocide. Lest one thinks this is a significant turning point, politics still seem to have the upper hand.
